In my perspective, the building fills as a distraction as it wrecks the ideal background of the Rizal Shrine. It is merely fine if the tower blends with the Rizal Park but the colour of the skyscraper destroys it so it looks unpleasant and awful. From my own belief, the background should be unoccupied so the layout of the monument won't be terrible.
