When the electromagnetic wave (or radio signal) propagates in plasma, the free electrons oscillate depending on the frequency of the wave due to a change in the electric field of the wave. As the electrons oscillate they give back part of the energy in the form of the electromagnetic wave with a frequency of the oscillation and this is the mechanism of the ionospheric reflection.
