If you sit down and write a musical composition using strictly formulaic melodies, static time signatures with a familiar tempo, etc, you will have something that is pleasing to the ear but is far from a creative work of art. I think that what Debussy is getting at is that if you inject your work with real creativity, challenging the typical and orthodox methods of the time period, then you may very well come out with an amazing result that lays the foundation for the compositional "rules" for the next generation.
