Condensation occurs when a gas state turns into a liquid state. This will only occur if you lower the temperature because the higher the temperature, the higher the energy will gain. So the gas particles need to give off some energies to form a liquid.

(D) When the force of particles is greater than their kinetic energy.

A force and kinetic energy depends on the temperature. If the temperature increases, the kinetic energy increases, if the kinetic energy increases, the faster the particles move and that's why, if the greater the kinetic energy than the force of particles, condensation will not occur.
